Brother of the landscape painter Willem Tjarda van Starckenborgh Stachouwer and a member of a noble family from Groningen. His artistic education was presumably at the Rijksacademie in Amsterdam. Before moving to Düsseldorf in 1852, the artist lived for several years in Arnhem, though the exact duration is unknown. In 1849-1850, he traveled through North America, and in 1856-1857, he stayed temporarily in Kleve. It is conceivable that during this time he came into contact with B.C. Koekkoek, who had his drawing academy there. From 1890 onwards, Tjarda van Starckenborgh Stachouwer lived in Wiesbaden. His oeuvre mainly consists of landscapes, including those from Germany, Switzerland, and the United States. The artist exhibited his work at the annual Exhibitions of Living Masters in Amsterdam and The Hague between 1852 and 1892. He signed his works as J.N. van Starkenborgh.
